I think too much stock is placed on laying political groundwork. Certainly many civil rights cases have been won by being strategic, but where was the groundwork in Lawrence v. Texas? Things come up. Right now an opportunity presented itself and gay groups got into fights about whether to do anything instead of doing anything. I respect LAMBDA Legal, the ACLU and all the people who have fought for us. But Boies and Olson might win.
